It’s extremely light on details.

Nevertheless it could be useful to the International Criminal Court-- to secure a genocide prosecution, one must prove intent. The more direct evidence, the better.

And a document that lays out plans to occupy the entire country, rather than temporaily seizing Kiev in order to force the cession of Donbass and Lunsk proves that Lavrov et al are lying.
