That almost seems like it could be a covert op. Draw hard cash out of Russia, compromise the functionality of the populace by keeping them drunk, where’s the downside?

Personally speaking, I suspect 
's ties to the Czech republic and those parts of Eastern Europe are stronger than most people suspect. I recall growing up thinking that Czech(oslovak at the time) was a perfect normal thing for your friend’s family to be, and folks with ties to the former Yugoslavia are thick on the ground here. (And I did have beers with Gavrilo Princip’s grand-nephew once.

There is also a Ukrainian community in Canada dating back to the late nineteenth century.
