I’m not reading Beijing’s request as being just overflowing with good faith; but it seems like a “what do you think embassies even do?” sort of thing.

An embassy that doesn’t work to represent its nation’s interests is basically just a spy hotel that can stamp visas; and ‘politicized propaganda’ is pretty much just a term of abuse for a political stance you dislike; not some sort of well-formed category distinguishable from ‘legitimate’ articulations of state interest.
