The Party is very big on loyalty. It is why the Speaker often campaigns for incumbents (especially those who supported her for the position). That is also how HRC locked down most of the superdelegates last cycle.
Given the demographics of the district Iām surprised that Cisneros lost, but I donāt expect Pelosiās endorsement had much to do with it. (In 2018 my congressional district, which traditionally supports solid progressives, chose a bluedog over a Bernie-endorsed DSoc candidate, but that was more about integrity and trust than positions on issues.)

Gonna go out on a limb here and suggest that maybe The Party should pull its head out of its own asshole and start being loyal to its purported principles instead of to shitty incumbents who donāt actually help to advance The Partyās stated agenda.
Pelosi might argue that Cuellar has been loyal to its principles, in part by supporting Pelosi and thereby giving her more power to oppose Trump. In turn, her stumping for him buys more of that loyalty. For better or worse, thatās how politics works, and has done for millenia.
I donāt think her endorsement would have made much of a difference. Primaries with incumbents are usually votes of confidence/no confidence by the local voters on the incumbentās job performance; in this case he didnāt do all that well (since he nearly lost) but he did well enough. I suspect that this was because he massively changed his voting record, which was 70% aligned with Trump in the 115th congress but 90% opposed to Trump in the 116th Congress.
