Ugh. I’ve seen a few bad speculations like this of what happens if there’s no election.
As I see it, according to the 12th amendment, the moment in December that the Electoral College fails to deliver the name of the President Elect by the deadline to do so, the (outgoing) House of Representatives is required to immediately go into session and select the President Elect, voting by state.
So, no, it won’t involve the order of secession, and the other Senator from Vermont wouldn’t be president.
(And all ignoring that the election is mostly in the hands of the states, not the executive branch.)
