Ironically (I guess?) Trump support is very visible over there. In the run-up to 2016, I recall one or two campaign signs in/around Annapolis, heading east toward the Bay Bridge, but then one after another upon reaching the other side.

Brown children crying, while their employed parents get hauled off? Definitely safer.

Why do I suspect that there’s someone higher up in govt. that can rod up and finish only when he sees video of crying mexican children (and has lost access to his usual fix since Epstein has been arrested)…

Agriculture, hospitality (hotels), restaurants, home health aides, childcare … all the really tough but essential jobs. If all these workers were deported (or even better, went on strike), then maybe-maybe- you would see some movement on immigration reform.

Without disagreeing with your fundamental point, the Forbes article linked above also suggests the “piece work” aspect of most fruit and veg harvesting means the people who can make a living out of it are those who, not unsurprisingly, do it a lot and get good at it. Even if locals wanted the work, they wouldn’t perform (and get paid) as well as newcomers.
