I suspect his legal strategy is based on the belief that the negative consequences of doing nothing are less severe than the negative consequences of providing the requested evidence.

Agreed. I’ve been speculating that the missing documentation either demonstrates that Jones knew it was bullshit from the start or it demonstrates Jones’ involvement (direct or indirect) with the harassment.
