ā€œI did not pay for the Justice’s trip to Cibolo Creek Ranchā€ - so long as you give things out as rewards which you don’t pay for (besides, you know, footing the costs of running the trip) it’s not a quid-pro-quo. Justice Scalia would have agreed, so it’s fine.
