Hmmm … this must have been designed by the advanced planners at TSA.
My first thought was a drill, a propane tank (not too big), a small acetylene tank, and a sparkplug (or plasma lighter) Get well back and behind cover and ready your action camera.

If Arizona ever does see a bit of rain again (and I mean a tiny bit) every one of them will wind up on its side because the ground under them will wash away.
Even if they’re welded together, they still look easily surmountable with a ladder or grappling hook.
Or go over. Google Shopping lists 24 foot extension ladders at a couple hundred bucks. Put one up on each side of the wall, rest a long board across the ladders (above the barbed wire.) Climb, walk, climb. If the authorities notice and come to arrest you, ditch the ladders and run away. What are they going to do, require Home Depot, Lowe’s, or any of a number of home improvement stores to card anyone buying a ladder?
Hell, if you’re looking to smuggle inanimate objects like drugs, pack them up into football or soccer ball shaped parcels. Throwing such a parcel 20’ in the air at an angle to take it over this wall or kicking it over shouldn’t be that difficult for someone in good shape.

Consider how much money, though, went to whomever sold Arizona those 8800 containers.
You have to admit that a ~90 m3 fuel-air explosion might make an effective distraction.

Let’s not forget the attachment points at the top and bottom of each container… so some halfway up the wall, and more at the top.
