Bingo. That it’s so clear that they are doing that, but that their supporters don’t see it, is one of the causes of my perpetually furrowed brow.
If they really wanted to “stop illegal immigration,” or cross-border drug-trafficking or address the jobs situation or, hell, unrelated, reduce the number of abortions, we have all the tools available and waiting.
But there’s no photo opp in that, and it wouldn’t keep the rage of their constituents stoked. And besides, they don’t actually care about any of those things.
If they’re empty, cutting doorways on each side shouldn’t be too hard.
If anything, the containers are probably a gift to any organized or large-scale border crossers:
As you note, the sheet metal skin is only about as thick as remaining weather-tight requires; so it will cut quite readily; and if you just cut into the side facing away from the guards and/or cameras you get a nice cozy stash and/or staging area to use until you either cut through the far side and make a break for it; or, if you prefer longer-term planning, cut a hole in the floor and use the container to obscure your tunneling activities.
I assume that somebody got a good deal on a bunch of containers that were being retired from marine use or were underemployed because of supply chain disruptions; but it’s honestly hard to imagine a worse barrier option than something with built-in concealment for the people you are trying to keep out.
At least a similarly flimsy fence would offer poor concealment.
Last I heard, there has been a big shortage of shipping containers, going back to when the Evergreen Whatever was stuck in the Suez Canal and thousands of cargo ships were parked waiting for it to clear.
