I have heard that there are people who do this so they can drive in the carpool lane. It’s probably a good enough fake to fool a cop walking up, and certainly good enough to fool the carpool lane cameras.

It’s Oakland. Regularly replacing smashed windows is just a normal cost of car ownership.
