The Trump administration could be facing more legal trouble for obstruction than for collusion, and Bannon wasn’t even directly involved in the stuff with the Russians (at least according to the accounts I’ve read). From a strategic standpoint the White House has more to lose by trying to shut Bannon up than by letting him talk about things he has only secondhand knowledge of.
Granted, it’s not like Trump to actually adhere to any of the sound strategy others lay out for him so it will be interesting to see where this goes.

The source said that White House lawyers continued to instruct Bannon not to answer questions, until they have an agreement with the committee about the scope of questions.

The House Intelligence Committee is looking into any possible coordination between the Trump campaign and Russia, and is one of several groups investigating the matter.

I’m not sure what they’d have to charge Bannon with. Most indications are that he was the one guy in the West Wing who never wanted anything to do with the Russians from the start. He’s a bigoted monster but he’s also a fierce Nationalist.
