Given that the issues with the plant had been found months before the contaminated ham went out, it presumably means they hadn’t cleaned the place up in the meantime (but continued processing food), and/or they were mere symptoms of generally lax hygiene standards that persisted, even if the specific complaints were addressed. Either way, it really doesn’t inspire a lot of confidence in enforcement of hygiene standards in the US…
