The cardinal rule is that President Biff never, ever does anything that doesn’t seem like it would benefit President Biff. Even his most favoured lackeys are only grudgingly rewarded. A pardon is not forthcoming because he doesn’t see how it helps him personally.

It’s not really that I think you are likely wrong, but Trump just pardoned a cold-blooded murderer that Trump has never met and that has no sway to help Trump in any way. What benefits Trump is whatever helps Trump get through their present emotional state. I think the margin of error on any predictions of what that is are pretty wide.

I think I recognise which cold blooded murderer you mean, but that doesn’t invalidate my point. All previous pardons were done simply as red meat for his followers. They were done simply to get votes, for personal gain. Pardoning Roger Stone will not get him votes, will not make him money, and Roger won’t be in a position to do President Biff any favours, so he’s screwed.
