Why do police have the ability to delete dashcam video in the first place? Or any evidence for that matter?

To preserve their power, obviously.

How about a federal law that says destruction of evidence by the party accused amounts to a guilty plea for the crimes charged?

But then you’ll have to prove that they destroyed the evidence.

And I suspect it’s going to be a lot easier, and more common, for the authorities to frame people for destroying evidence of a crime they want to convict them of, than it is for people to prove that cops destroyed the evidence (also it depends on them actually being accused, which, well, these are cops, it’s not a news story when cops do outrageous stuff, it’s a news story when they actually get charged for it).
