I like to assume the artist’s intent with stuff like that, unless there’s evidence otherwise. I mean they had to figure out how to draw a mask on an elephant and what angle to put them in the composition so they thought about it more than we have.

The fallout is already heavy, an I think it will be heavier than U-238. And it can br turned into something even more dangerous, still.
It will feed the antivaxxers, who see no difference between AZ and the mRNA mode of vaccines, just “see, we told you ‘they’ were trying to kill us!” 
Adding to that toll has been the frustration of watching something that should have brought the country together drive everyone further apart—because certain unprincipled factions thought they could benefit from politicizing the situation and spreading rampant misinformation. A large swath of Americans decided to believe them and behave selfishly. We’ve been grieving over not just the half-million (and counting) lives lost, but also over the loss of a sense of shared sacrifice to achieve a common good.
If someone who got the vaccine went on to die in a car crash the next week that would have been good enough for them.
