Finland might want to reconsider. Oslo is dropping their lockdown restrictions next week, their infection rate is not negligible, and they are still far from a high vaccination penetration.

This means that people living within the Lapland Hospital District do not have to enter quarantine when travelling to Norway.
However, the incidence rate is still so high in the West Ostrobothnia Hospital District that the quarantine requirement will be maintained by Norwegian authorities for travellers from that region.
Norway has classified Finland’s hospital districts into yellow and red areas according to the incidence rate, with 25 infections per 100,000 inhabitants over a two-week period considered to be the upper limit.
This means that the hospital districts of Kainuu, Central Ostrobothnia, Southern Ostrobothnia, South Savo and Vaasa are also all considered to be yellow or low-incidence areas.

In other news, I’ve been to the inner city of a 100k inhabitants city in Germany. I haven’t seen such crowds since more than a year.
Local incidence there is below 50 since more than 5 days, which means many things are now allowed which weren’t a week ago. Which does not mean it would be sensible to do them.
What the hell.
It’s complicated. All of Hawaii, including Maui, had and still has pre-flight testing requirements to avoid quarantine after a flight. Maui also recently introduced an additional post-flight rapid testing requirement… They’re now saying that they will let vaccinated people bypass the second requirement. The first stays in place for all.
This is all well and good, but the problem is there’s no test to see who’s lying about being vaccinated and using well-forged vax cards due to their own bloated sense of entitlement.
I agree, but at least they’re getting tested before flying to the state, that’s more than most places.
It is a matter of consistency. When Maui instituted the test, they excluded vaccinated travelers from other islands, otherwise it would have been politically impossible; flying is the only way citizens can travel from one part of the state to another, it is like commuting for us. A mainland traveler who wants to cheat can just fly into Honolulu then take an interisland flight, no fake vacc card necessary.
I think at this point most of our infections are local anyway, thanks to sleazy megachurches last Easter, eased requirements at gyms and bars, and our large extended families.
