If it safe, then why don’t they [sheriffs] do it?

Why should they care? They don’t view the incarcerated as human beings to begin with.
I certainly hope the prisoners can get some action going in their stead quickly, though i fear that any progress will be anything but quick.

For-profit prisons are obscene. The people who own them should spend the rest of their lives in a for-profit prison.

We used to do that in the old Army basic-training barracks. It didn’t work then either.

Here in Houston, we have state District Judges working to keep prisoners in jail.
By the way, the County Judge is the executive of the county government here in TX.
