His name might not be as familiar as Shkreli’s and Weinstein’s and all the other famous scumbags who think COVID-19 is their get-out-of-jail-free card, but Baca ran a truly nightmarish corner of the American carceral state that makes his current imprisonment look like a resort vacation.
