In the first case, “unlikely to understand” is correct. He’s right in there with the white nationalist geniuses like Spencer who believe that homemade bunkers and gated compounds and white homelands will somehow spare them from the effects of radioactive fallout, microbes, etc.
In the second case it’s “most unlikely to care.” He has as much regard for civilian lives as do Daesh.

False historical analogies? The USA got rid of Hirohito. The Soviet Union got rid of Hitler. And, in fact, it was the Italian government that deposed Mussolini when it became obvious that the war was lost; at that point US involvement in Europe was still minor.
I will be lectured on false analogies, but only by people who actually know more about WW2 than I do.
Seriously, if you can’t see the parallels between the 1920s/30s fascists and Trump, you need to read more. And not just US history books, which tend to ignore anything but US involvement (e.g. from Stephen Ambrose’s book on D-Day you would get the idea that 80% of the Allied effort was American, because he just passes over the Canadian and British effort. It’s true the US provided most of the matériel, but not the manpower.)
Trump was elected on a string of statements that were populist and not easily assigned to a political leaning. Now, instead of being advised by the experts of his own government, he has brought in an unqualified inexperienced outsider of notoriously right wing, anti women and anti Muslim views (substitute Muslim for Slavs, perhaps.) He is trying to govern by directive - so not at all like Fuhrer Directives, then. In the country he has a large reserve of armed supporters, though they haven’t yet been mobilised. This may prove to be alarmist for various reasons, but the parallels are there.
