In scientific psychopharmacology jargon, narcotic just means any drug that makes you sleepy. Cannabis is a narcotic, methamphetamine isn’t.
But that ain’t why or how the cops use the term, of course.

unlikely. The Netherlands and Belgium have accepted the border and can work around the day-to-day issues. Israel and Palestine are far away from the “only small problems remain” understanding.
