I used to be a building site manager, i.e. the guy whose job it is to keep contractors in line, on schedule and within budget.
That there is some appallingly bad project management by the emperor.

On the other hand, while $650K US is nothing to sneeze at, it would go considerably further in Jamaica than it would in the US.
