The dog’s leg was pretty high up off the ground, unknown how long he had been there in that position or what happened at the moment he was caught by the fence.
Just snipping the wire to free him, letting his leg crash to the ground seems a bit risky; more damage or injury could have been done to the doggo. Indeed, he yelped at the moment his leg was freed.
I guess the officer was a bit wary of the dog attacking him, evidenced by his question to the nearby lady. But what I also noticed was that the dog was wagging his tail the entire time, and he didn’t appear to be an aggressive breed.

This video is pretty old. Cheap cameras have improved since then.
