Old, unhealthy people slip and fall all the time.
Airplane steps, podium steps, every day a new risk.
I imagine a busy politician may face risks like that.

Well, to be fair, the ‘if Biden was in charge’ bit was implied. He said that, under the current circumstances, Biden would “immediately” cause “World War Two” (with the Russians), which is premised on the idea Biden hasn’t actually been president. Although, charitably(?), Trump perhaps thinks it’s still 2019.
It did seem like he was just continuing his last campaign (and to some degree the one before that, and possibly also an imaginary run he made in his head in 2012) but failing to update most of what he was saying for the current reality.
