The last 45% of this article are behind a paywall (and using an archived version to circumvent it didn’t work) so I can only guess at its conclusion…
Is it the idea of an integrated European army? Because France has been proposing this every other decade or so since the early 1950ies. (There are reasons why NATO moved it’s HQ from Paris to Brussels.)
Not that I would be against it per se, as long as it would remain an integrated part of NATO.
