To chime in: not really. A bit maybe ECSC was before EEC and Euratom around the same time. US promoted a lot of stuff in Europe, much of which would surprise modern Americans. Like avant garde music (they played both sides of the musique concrete/elektronische musik wars!), unions (non commie ones) and the kind of cross border political cooperation conference’s and youth movement that would have someone like Merkel meeting her counterparts in the west as part of their civic education in politics and peace. It was state building. The thing that the US gave up on elsewhere.
