It also depends on whether the people have value to the Dictator. Trump and other dictators have the tendency to make sure the people they don’t value get the least, and if possible, succumb to their inaction.
There’s a story about Saddam Hussein, sitting in a meeting with his advisors regarding their economic situation. Evidently there wasn’t enough to go around, and he asked the exact population for Iraq, and when he was told he seemed surprised. He replied “Couldn’t we get by with half that?”
Not sure if it is a true story, but it seems to be an accurate way dictators see their nations.

The entire concept of brainwashing was bullshit from the beginning. The English language use of the term was coined during the Korean War as a way of explaining away the US POWs who confessed to participation in systematic war crimes.

Hm, the popular term perhaps, but not the investigation into what was going on, and models to try to explain it.
Interesting stuff. Useful for caution-flagging some groups, but not really hard science up to the task of determining if someone wasn’t legally responsible for their actions or if kidnapping an adult for forcible deprogramming was justified. (A bad idea that was done by yahoos, and about as successful as conversion therapy.)
