Chicago is an international seaport. I believe, and correct me if I’m wrong, that freighters don’t have to clear customs on the Great Lakes until they hit port.

An international airport is any airport that offers customs service, not just ones that have scheduled international flights. That’s practically any small flying field in the border states, and virtually any major airport anywhere. The ACLU map doesn’t show the 100-mile circles around Denver, Phoenix, Salt Lake City, Dallas/Fort Worth, Atlanta, etc. for some reason.
CBP has been known to board passenger trains going through Buffalo - including sleepers in the middle of the night - to do passport control, when the train neither came from nor went to Canada. Because they could. Turning sleeping passengers out of bed to present their papers.
