Any port of entry is ‘the border’. International vessels in the Bay or Lake Michigan don’t clear Customs until they berth.
And the idea of ‘international waters’ doesn’t really apply - ‘international waters’ don’t start until 12 nautical miles off shore.
And the map is actually really sloppy, because, for instance, Albany, NY and Trenton, NJ have both been ports of entry in the past - their respective rivers are navigable by fairly deep-draught vessels (until a few years back when they expanded the Canal, a Panamax ship could steam into either) and they offered Customs service. (I don’t know the current situation; they’ve made cutbacks.)
I don’t know how far up the Mississippi the ‘border’ extends. I think that ships nowadays may not proceed upriver from New Orleans without having cleared Customs, but I could be mistaken.
Homeland Security Police (Federal Protective Service - FPS)
As the police force of the Secretary of Homeland Security , FPS is responsible for policing, securing and ensuring a safe environment in which federal agencies can conduct their business. FPS does this by investigating threats posed against over 9,000 federal facilities nationwide, while being deployed at 2,300 of them.
My experience with these folks is that they consist of former military police, ex-cops, ex Marines and or Army. There are lots of Iraq vets. Gung ho MAGA types all of them.

It seems that Trump still thinks that scared white suburbanites will constitute a big enough voting block to save him. The scary thing to me is that along with ramped-up, desperate Repubbie election shenanigans, he may be right.
It now appears clear that part of that strategy is to send Federal agents dressed like Iraq War troops to Democratic-run cities, on the pretext of protecting Federal property, and then for them to attack and provoke Black Lives Matter and Defund the Police protesters, causing violence to escalate and using it … to scare the suburbs. The exercise also has the advantage for Trump of entrenching a new form of secret police and of turning Federal agents into instruments of his authoritarianism. White House chief of staff Mark Meadows has confirmed the plan to send the Feds into those cities. Provoking social conflict so as to polarize society was part of the Russian hacker playbook in 2016. It is the preferred tactic of terrorist groups such as ISIL and the Neo-Nazis, since a polarized society is much easier to scare into submission.
