Dolphin have nice symmetrical rows of them,

Wouldn’t birth defect explain that, too? Are they born with teeth? I assume they are.

Anyway, to me it looks like a malformed dolphin fetus… Also seems like the most likely explanation…

As someone mentioned, it looks exactly like a moray eel. It’s got the same square snout, rough body shape, white spots, the (breathing) hole behind and below its head, the teeth… it’s a bit rotten and bloated and lost its eyes (which wouldn’t be in the same place as a dolphin’s - there’s a weird spot where they would be, as if someone used a cloning tool on the image…).
