Well, obviously the answer is Sometimes for both of these.
Wait, this is a True/False quiz and not an Always/Sometimes/Never? Someone didn’t think this through.
I remember having Daily Oral Language lessons in elementary school. The goal of these lessons seems to be stamping out local dialect and idiosyncratic speech patterns. The problem was, they seemed to be the dialect and speech patterns of much younger kids, in a much different part of the country, in a much earlier time.
