TODAY, power-cycling the cable modem solved the problem. (Not yesterday, not the day before.)

the last time I had serious slowness they scheduled a tech for the next day. he called and said hey i bet it was fixed about Xam. yes yes it was. yeah some guy a block down was putting out a lot of line noise and we had to kill his connection for now so want me to cancel this. yes please and thanks,
