Some claim that among the several collective nouns for otters are romp and mischief.
Both fit.

I’d heard they’d actually narrowed this behavior to two different gangs of animals and had tracked one gang down and killed it, after which they considered the problem solved. I guess it turns out it was the otter gang all along.
