When my dad was a cop, each cop had a specialty or two beyond their usual duties. His were photography (crime scenes and accidents, unfortunately) and breathalyzer repair. Whenever I’d see staged photos of evidence like this I always wonder if there’s one cop they make sure to bring in to fan the money out a certain way and arrange the guns and bales of cocaine in striking patterns.

I’m pretty sure that must be sarcasm, but just in case, the price per ounce of cocaine is somewhere in the neighborhood of $120, so for all their expensive month-long surveillance the cops only nabbed about $7,000 worth of drugs.
But as you say, at least they were also able to confiscate that $400 in cash.

I assume his business model is that people getting the free samples use the contact details to buy more drugs later, and that the month’s surveillance found at least one case with enough evidence of that to try him for it.

Never ever in my life long career as a drug addict was I given free samples. My friends and I regarded the free-sample dealer as something like the Unicorn.
