That design is intended to keep homeless people from sleeping there.
Which means that not only is it a bad design for a bench, but an evil one. That makes the fish tank the better bench, in my estimation.

It’s an open fish tank, so customers can choose wich fish they can have for dinner.
It have to be open and be low level.
