Upstate usually refers to the eastern part of the state north of Westchester county, although there are some that insists it only starts north of Albany. It isn’t a blanket covering everything but Manhattan.

Having lived for the decades in the Southern Tier of NYS (Binghamton Area), as well as in Central NYS (Syracuse area), and the Poughkeepsie area (Duchess county) those areas call Upstate basically everything that’s not NYC.

Hmm, are some here coming up with ad-hoc definitions of “upstate” or is Wikipedia just completely wrong? Wikipedia says it’s basically everything above New York City, including Buffalo.
Upstate New York is a geographic region consisting of the portion of New York State lying north of the New York City metropolitan area.[1] Although the precise boundary is debated, Upstate New York excludes New York City and Long Island, and most definitions of the region exclude all or part of Westchester and Rockland counties.[2][3] Major cities across Upstate New York from east to west include Albany, Utica, Binghamton, Syracuse, Rochester, and Buffalo.[3][4]

The only real definition of Upstate New York that everyone agrees on is that it exists, it doesn’t include NYC or Long Island, and that it’s always somewhere else in the state.

Wikipedia’s version is correct in a general sense, but those of us who live in the state have a slightly more nuanced view as to what is and isn’t “Upstate”. For instance, if you were to watch a news program being broadcast out of the Buffalo area, you’ll here a lot of reference to “Western” NY as well as the “Finger Lakes” and the “Southern Tier”.
