While technically correct, there are state-specific regulations that must be met. For instance, here in Indiana, all CBD product packaging must provide a QR code that customers can scan on their phone and be provided the lab report for the batch of product being purchased. Needless to say, many manufacturers aren’t going to go to the expense to produce state-specific labeling. So, those items would not be legal for sale in, or shipment to, Indiana.
