That’s why I don’t use government-given “licenses” for anything. They only control ballistic weapons, so if your friend upgrades to magnetics or energy weapons, there really isn’t anything they can do about it. Railgun ammo is cheaper, anyway.
A railgun/coilgun is still a ballistic weapon. Ballistics refer only to a projectile’s trajectory being dependent on an initial impulse, then free-falling through the rest of the system.

True, but I meant not the physics but the legal definition, which specifies a projectile driven by an explosive charge. Probably intended for contrast with airgun, paintball, etc.
