Someone went to a lot of effort here, for reasons which probably only make sense in their own twisted head. Normally someone goes to the effort of chopping up a body because they’re trying to dispose of them to avoid detection, not dump them in public. If this was some organized crime thing, where the bodies were dumped as a message, you’d think they’d be intact, because it would be easier. Unless someone was transporting the bodies to the site by bicycle…
Or small to mid-time drug dealers trying to send a message. It is becoming more common all over the world.

An exception could be two “fresh” corpses (murder not the cause of deaths) stored at a morgue, stolen, dismembered, then dumped. One never knows.
