I don’t know what the situation is in California, but here in Germany you can definitely lose your (car) driving license if you’re caught, e.g., riding a bicycle (or horse) when drunk. It’s a responsibility issue – if you can’t tell you’re too inebriated to take part in road traffic on a bike who’s to say you won’t do it in a car the next time?

Also, even on a bike or horse you’re a “road user”, and as such you’re supposed to be in full control of your vehicle (or mount) at all times, which is a rule that applies even in the absence of legal blood alcohol limits for horse riders. This means that police can’t just pull you over on a whim and breathalyze you, but if they suspect from your erratic or otherwise unusual behaviour that you’re DUI (or RUI, as the case may be) and that turns out in fact to be the case, you’re on the hook anyway. (In Germany, the legal blood alcohol limit when driving a motor vehicle is 0.05% – 0% if you’re a new driver or under 21 –, but you can totally get busted with less if you’re endangering traffic or otherwise give the impression of not being capable of safe driving.)
