It isn’t. Apparently it’s how some Americans heard it, and it has become enshrined in the American stereotype of Canadians. A closer rendering is more like “aboat” (long [o]), which you will hear in Northern Ontario and the Ottawa Valley, among other places.
I know, but I’m still working on figuring out how some Americans could have heard it that way. There usually is a reason for those things, and figuring out the reason usually improves my understanding of both phonetic systems involved.
I always thought Terrance and Phillip were supposed to have a New England accent. And that they were ret-conned to Canadian for the movie.

You know they’re Canadian by the way their jaws aren’t attached to their heads, just like Ike, Kyle’s adopted brother from Canada.
