A lot of transit agencies (like the SF Bay Areaβs BART) have dedicated police forces because it would be difficult to leave criminal investigations and enforcement to local agencies if the crime occurred on a train that was in transit at the time.
For example, this train could have easily passed through several different jurisdictions during the course of the harassment.
Similar logic behind state Highway Patrol agencies instead of leaving all traffic enforcement to local PD.
And, weirdly- some wholly private institutions can have police forces with full police powers. Like the University of Pennsylvania Police Department.
And Disney World has what is in effect its own police agency too.
I think most private colleges have their own police force (thinking USC and Stanford as prime examples). Each college in the UC/CSU system has their own force, but I think they all fall under the the UC President or CSU Chancellor.
About 20 years ago, were driving no more than 5 mph past the posted speed limit on a public road off campus and a campus cop tried to make an issue of it when we stopped at a light. As alumni, we both felt it necessary to blow him off. He claimed he did have jurisdiction since they are considered part of the stateβs police force. We rolled our eyes and went our way. We later found out that he could have ticketed us for the excessive 3-4 mph because CSU cops are considered part of the stateβs police force.
The UC police are state employees. Itβs the private entity police forces with real police powers that rubs me the wrong way.
I have problems with cops exceeding their established boundaries (jurisdictions) and authority.
