This actually looks to me like the Nexus, the imagined mobile floating arcology proposed in 1986 by organic designer Eugene Tsui. Borrowing from a variety of futurist concepts of the time, Nexus was OTEC powered and intended to be grown from seawater itself using the somewhat exaggerated Hilbertz electrolytic sea accretion process first proposed for use in Dr. Wolf Hilbertz’ own proposed Autopia Ampere. Very much Jacque Fresco meets Terence McKenna.
