It isn’t about Hunter Biden, or really even Joe. He’s part of the machine to keep the rabid party base in line. They bait the hook with an initially reasonable premise, Joe Biden may have assisted Hunter in ways that exceed either legal or ethical bounds. This was back during the Ukraine and Amtrak part of the scandal. Before that can reasonably be resolved the focus is shifted in steps to his personal behavior. That guarantees a stream of stories and importantly moves the conversation further from policy or objective truth. Now the stories can work based on moral judgement and function like gossip. Over time the focus on a drip of meaningless stories develops into a collection of shared cultural touchpoints that aren’t shared with most of the public. That means that they will receive a lot of their reinforcement from other people with a shared media diet and views. If you aren’t aware of the latest ‘scandal’ they can safely ignore your input, because you clearly aren’t as tuned in to politics as they are. That also increases the likelihood that they will find themselves in social and media spaces that traffic in things that would be massive if true, but aren’t as likely to be challenged for accuracy as they would be in a more public forum. Hunter Biden is just part of maintaining the wall around some very useful information silos. Also just raw spite. Never underestimate their desire to hurt people for fun.
Given the speech and debate clause and the unwillingness of Republicans to punish their own members, yeah probably. If any of them are going to get actual consequences for doing this it won’t be in the halls of Congress. She’s apparently done the same thing from other places though, so that might be possible.
