True justice would be to take away all his money, infect him with a disease, then charge him the prices he set for a cure. Maybe that would help his empathy.

No, no, then he’d have a good excuse for refusing to pay.
Just give one of your hairs to a friend and have them mail it to him, then either make a public noise about his refusal to pay or, if (pigs might fly) he does pay, do a video of your friend donating the 500 million to your campaign.
He wanted to get the prison nickname “Big Rolls”. So whatever his nick is, it’s probably not that.
