There’s some nexus of ideas here: memeing, self-parodying and seeming ridiculous while out of power. Enforcing that ridiculousness while in power through doublethink/doublespeak. Because in the end if you can’t see murder and kleptocracy with your eyes, but register it as a government for the people, you can’t really be a fascist.

I had seen development of an armor for the shoulder, as one can expect in urban warfare getting clipped while shooting around a wall is a common injury. But I don’t know if that got adopted in the military or not. Nor if the uses want the bulk to hinder them or not.
ETA - I have been told the shooter had an 80s era flak vest which wouldn’t stop most handgun bullets, and no rifle bullets. I don’t know if that is true, but it does look older to me.
The more “fun facts” I learn about history, the more I am convinced we are living in the least fucked times in human history. When bad things happen at least some of us are abhorred.

Edit: The more I ruminate on this, the more I wonder, where would one get a manga-styled Jesus love pillow? If I knows my right-wing hive-mind, this recent event itself contradicts your statement and, in fact, shows that the system works and everything is as it should be: “a bad guy with a gun was killed by a good guy with a gun,” with no casualties at at that.
