It sounds to me like these were made for purposes of smuggling the drugs (likely to be ground up later for street sale), but somehow ended up getting donated instead.

I suspect the reason nobody was seriously injured is that these candies probably tasted terrible, so no one did more than just put them I their mouth and then spit them out.

It’s possible this is some sort of hoax like the fentanyl story, but that seems pretty plausible to me.

Seems like these folks devised a different strategy than what someone took here in the ATL area…

Maybe, but I’ve read about police in the US doing tests on innocuous substances (sugar, gypsum, etc.) and getting positives for meth (and people subsequently going to jail because they ate a glazed doughnut in their car), because apparently a number of commonly used drug tests have a high false positive rate. I don’t know if that’s also true for whatever test they used in this case, but I wouldn’t discount the possibility…
