I think it is something similar, but not quite that far. He’s planting the seeds to back out of it being a Republican problem if the heat falls on Trump for his performance. Having a breadcrumb trail where he can pretend Trump simply misled them on some key details and that the rest of the Republicans shouldn’t be lumped in with him. Expect more seeds planted if it looks like Trump is facing a blowout so that he can shield down ticket offices.

The fact this plan exist also go against the narrative “nobody could anticipate a crisis of this scale and nature” many countries are pushing.

How Trump treated the CDC and NIH is standard conservative logic: cut their funding under the guise of saving money but really just hamstringing them, then when they fail blame them for the failure and use it as proof that “government doesn’t work.”
