There are some analogies between limb bud/ limb budding and the formation of genitals ( genital tubercle formation), they’re usually not described as switching between one or another. That said, all differentiation/pattern formation is controlled by a group of related genes called homeobox ( hox) genes, and when they’re dysregulated, things get interesting. Seems like nature beat the scientists to it, but unfortunately having limbs and being able to use them are two different things.
