Looks like it’s someone standing behind the person with the camera but in front of a set of car headlights. The headlights are projecting the shadow of the person onto the smoke cloud.

That the figure seems somewhat see-through lends credence to some version of your hypothesis. Or, he’s a burning man cult leader motioning everyone to follow him in. I prefer the second.
